New Feature: RPI Projections

I personally hate the RPI and wish that it would just go away, but I realize that probably isn't happening any time soon. So in the interest of making lemonade out of lemons, I'm introducing a new report that utilizes the TAPE projections for the remainder of the season to come up with each team's projected end-of-season RPI rating.
